What is it really like during the winter? How cold does it really get?

The coldest I remember was

The coldest I remember was -47 Celsius. However, autumn also seems cold because it is 15 C and they haven't turned on the heat yet.

Perm Winter

The coldest week in Perm might get down to -35 C or -31 F but the average I'd say is around -15 C or 5 F. Nose hairs start to freeze at about -15 and your breath freezes to your scarf, hair, and face. It starts snowing in October and doesn't stop usually until April. The sidewalks are covered in a thick sheet of ice and snow covers everything. The sun isn't seen for months and it's dark for most of the day. It helps that the apartments are very warm and the Russians love to drink hot tea and invite their guests to drink it with them.
